Is it wrong to use Marques Colsten as a TE in Fantasy Football?

The commissioner in my league banned me from using Marques Colsten in the TE spot because he said it was unfair to the rest of the managers. I disagreed because the Commish made this changes during week #9. Do you think he was correct in what he did?
