Runescape: dragon or barrows?

i have13.8m should i buy a dragon plate, drag legs, drag boots, whip, obby shield and cape, fury, dragon gloves (rfd) and no helm or guthans helm, torag plate, dhoraks legs, drag boots, fury, obby cape and sheild, great ax, whip, warrior ring, dragon gloves (rfd)? with the barrows gear, id have a lot of extra money, so repairing is no problem. but with the drag id be total broke. should i get fashion over function?
