Question about the movie Saw V?

Anyone who has seen the movie Saw V knows about the 5 people who go through a series of rooms to survive. In the beginning the believe one person has to die in each room but in the end they realize if they worked together everyone would survive. It had traps like the necktie trap, and electric bathtub trap and the one where they had the stick their hands in holes with power saws and fill the beaker with blood to make the door open. My question is, do you think this trap was all Mark Hoffman's idea or do you think John Kramer (who was dead during the events of this game) asked Hoffman to find these 5 people and put them in this game before he died?
