Pokemon white Is this a Foreign Ditto?

Ok so i live in the us so i have to us version for pokemon white and i went on gts and search up ditto any level and japan but the one all of them want a level 9 and under pokemon so i tried germany and 2 people came up one was level 9 and under and the other was a girl zorou so i traded the person the zorou and got a ditto but it was all in english but the person was from germany so does this count as a foreign pokemon?
